The House Appropriations Committee approved Wednesday a bill to give the Securities and Exchange Commission $1.4 billion in fiscal 2015 — $50 million more than the agency’s fiscal 2014 enacted level but $300 million less than the amount requested by President Barack Obama.
The SEC budget boost under the FY 2015 Financial Services and General Government Appropriations bill is “targeted specifically toward critical information technology initiatives” for the agency.
Rep. Jose Serrano, D-N.Y., tried to insert an amendment into the bill during the Wednesday markup to give the SEC the Obama administration’s funding request of $350 million, the same amount approved by voice vote by the Senate Subcommittee on Financial and General Government on Tuesday, arguing the agency would be “severely underfunded” at $1.4 billion.
Serrano argued during the markup that if Congress “keeps asking the SEC to do more with less, then we should not be surprised if we experience another financial crisis.”

(NASDAQ: RVBD) may have been down too much by our take as well, but activist fund Elliott Associates, with a 9% stake, calling the company significantly undervalued may already be a bit too much of a move. What is funny is that Elliott is right and it can be worth more. That being said, we saw a 15% rise to $17.42 against a 52-week range of $13.77 to $21.39. Some 13 million shares traded hands right before noon. I did not sell puts in anticipation of the August 7, 2013 earnings report as I thought that I might, instead selecting Coach and Riverbed Technology (RVBD) as earnings related trades. One of the main reasons Yamana has achieved rather good results throughout the past year, is their focus on low-cost mining. In particular, the firm established lower price assumptions and thus avoided asset write-downs. A quick comparison to industry rivals Barrick Gold Corporation (ABX) and Newmont Mining Corporation (NEM) is noteworthy. While Yamana valued its reserves and resources with a price of $950 per ounce of gold, Barrick expected prices in the $1,300 per ounce range. Newmont also overestimated the value of its assets, bringing its valuation down from $1,500 per ounce to $1,400 per ounce as of its second quarter. In the end, Barrick and Newmont each took $8.7 billion and $1.77 billion, respectively, in asset write-downs.

Stocks took a breather Thursday after racing higher on Wednesday, and the price of gold sank to a three-year low. The major averages ended mixed -- and that's good news, as the market mostly held onto the huge gains that followed the Federal Reserve's taper announcement. The Dow Jones industrial average (^DJI) edged up 11 points, the Standard & Poor's 500 index (^GPSC) slipped a point, and the Nasdaq composite index (^IXIC) fell 12 points. But the price of gold slumped by $39 an ounce, closing below $1,200 for the first time in more than three years. Gold related stocks followed suit. Newmont Mining (NEM), Barrick Gold (ABX) and Goldcorp (GG) all fell about 1.5 percent. Another story getting lots of play today is Target's (TGT) announcement that as many as 40 million credit and debit card customers may have had their account information stolen over the past few weeks. Target shares fell 2 percent. Even though earnings season is still a few weeks away, earnings news was a big factor today. On the upside: Oracle (ORCL), up 6 percent. The software maker beat Wall Street profit and revenue estimates. Food giant ConAgra (CAG), up 5 percent, after topping expectations. And Pier 1 (PIR), also up 5 percent. Net slightly missed, but the retailer raised its dividend by 20 percent.

I hate to be the one to say I told you so, but, I told you so. It's Vringo, Inc. (NASDAQ:VRNG) all over again. What's that? The euphoria - the certainty - that drove ParkerVision, Inc. (NASDAQ:PRKR)� shares from a price of $2.46 to a high of $7.78 in just seven trading days, only to see it all come crashing down on the 8th day. PRKR plunged to a close of $2.90 on the 8th day (yesterday) when the gamble didn't pan out for speculators who were sure it would. Score another one for not picking stocks like you were tossing a coin.
