Outside the Dow, stocks generally rose somewhat more strongly. ITT Educational Services (NYSE: ESI ) soared 30% despite reporting decreasing new-student and total enrollment figures in its quarterly report. Net income dropped by nearly half on a 16% decline in revenue, but expectations were so low for the for-profit education company that those results managed to drive the stock higher. The episode is a good reminder that the beaten-down sector has plenty of room for growth if the worst-case scenarios for the industry don't play out.

Three-Month Average Volume: 933,487From a technical perspective, ESI ripped higher here right above some near-term support at $8.25 with lighter-than-average volume. This strong push to the upside on Tuesday is quickly pushing shares of ESI within range of triggering a big breakout trade. That trade will hit if ESI manages to take out Tuesday's intraday high of $8.94 to some more near-term overhead resistance at $9.08 with high volume.
Traders should now look for long-biased trades in ESI as long as it's trending above Tuesday's intraday low of $8.54 or above more near-term support at $8.25 and then once it sustains a move or close above those breakout levels with volume that hits near or above 933,487 shares. If that breakout hits soon, then ESI will set up to re-test or possibly take out its next major overhead resistance levels $12.50 to $13.

On the other hand, students do seem to be making some moves that indicate greater fiscal responsibility for their own financial lives. Just last week, for-profit educational institution Apollo Group (NASDAQ: APOL ) reported sharply lower enrollment, including a 25% drop in new students. ITT Educational (NYSE: ESI ) saw more modest declines when it reported in April, but new student enrollment was still down 3.6%. A new investigation last month from the SEC over Corinthian Colleges (NASDAQ: COCO ) marked just the latest in a string of regulatory crackdowns on for-profit educational institutions. More generally, increased government scrutiny as well as reports of higher student-loan default rates among many players in the for-profit industry compared to nonprofit educational institutions have led would-be students to question the value proposition for-profit educational companies offer.
